Dremel sanding band won't stay on drum

I know this is a dumb question, but here goes.

I have a sanding drum bit for my dremel made by a different company. The kit came with about 10 bands for the drum, but they wont stay on. Should I just glue the bands on?

Does it not have a screw on the end to compress and squeeze the drum? Thereby expanding it to hold the sanding tube?
