I have a customer who gave me a very ruff sketch of this mexican eagle image. Would any of you helpful creekers have this in a vector or cleaner than this one. Thank you in advance.

Try this. It's the seal of Mexico and is perhaps what the image you have is supposed to look like. At least you could check with your customer to see if this version will work.
