Don't know about filler, check the finish that you are going to use often the finish will tell you what grit to use. I happen to be rebuilding my stairs at home right now and we are stopping at 150 grit.

Most people do not use a grain filler on oak floors or stairs. Save the grain filler for your piano finish on your furniture.
If you are going to stain the treads, I would stop at 180. The finer the sanding job, the less stain the oak will absorb. You may even make it impossible to get the oak dark enough to match your floors.
