Finishing BB plywood

I have a project that includes some baltic birch plywood. I intend to use Formby's "Tung Oil" finish. The problem is, BB plywood absorbs the Formby's unevenly and you get some dull spots.

Should I hit the BB w/ some shelac first?

That is what I do. De-waxed like Zinnser's Seal Coat. Really evens out the result.
