A friend & I built a huge lighthouse for our Church's vacation Bible School this summer. Someone donated a small revolving light that's used for emergency personel's cars - like the ones volunteer fireman put on their cars to get to the station when there is a fire call. I think we had to get a cheap power inverter & some kind of a resistor or reostat to run it off the 110 & slow the speed of the revolving part - but that wasn't too expensive, as I recall. It worked out well & looked nice.

If you can't find one built for the purpose you might check a local company that supplies this kind of stuff to firemen.
