Can I thin shellac (3lb cut down to 2lb cut) with mineral spirits instead of denatured alcohol?
I am using Zinsser's Bullseye amber 3lb cut in a can.
Will it perform OK this way, any comments or suggestions are appreciated.

Not at all---it'll be like oil and water. Only denatured alcohol (or pure grain alcohol!) will work. If you want to put anything over the amber shellac, you'll have to put on a coat or two of the Zinsser SealCoat, too. The amber shellac is not dewaxed, so other finishes won't adhere to it.
