Converting to Vector

Hi everyone,
someone mentioned in a past post that he knew a person that could take a bitmap and convert it to vector for around $12.00. could one of you wonderful people point me in that direction.

You might attach it to a post and have someone do it for free. There are some pretty nice tools out there.
