Is there a Dewalt Service Center or Dewalt Outlet center in the
Columbus area, where I might get a good deal on reconditioned tools?

I doubt you'll find any "deals" I've been to a Dewalt service center and a Bosch service center and found their reconditioned prices to be comparable to Amazon's new prices.

Anderson's (http://www.andersonsstore.com/Store%20Locations/store%20locations_index.asp) also has DeWalt recon units. They have 2 stores in the Columbus area: 1 in the north west side (Dublin area) and 1 on east side. Their prices on the recon units are pretty good.
