Can anyone help me identify the tool pictured below? It appears to be some sort of scraper - maybe homemade. There are no markings on the body or blade. Specific questions I have are: what is the hole in the blade for, what's the purpose of the rubber strip in the sole, and what additional parts are needed to make it function (presume a wedge of some sort). Thank you!
