I have a new to me Performax 16/32. My drum is 3/16 higher on the outside than on the inside. I've watched "Joe the woodworkers" video. Here's my thing, I pulled the spring out of the fine tune adjuster knob. I put a significant amount of pressure on that arm, and the head only moves a teensey bit. No where near 3/16.
Can I add washers to the top two (of the 4) mounting bolts to angle that whole thing down? I know people have solved for this. So what's the solution.

Not sure what video you are referring to or what you are doing. Here's the Laguna video for the 19-38 -- is it similar to your sander?

From memory I think that you have to adjust the 4 bolts that hold that complete upper housing to the base. That is the part that holds the motor and drum assembly. Start by just loosening the 2 bolts closest to the belt a little bit then the outer 2 and then letting the head and drum assembly tilt down on the outer side. A set of Feeler Gauges and a smooth block of wood will do .. with no sandpaper on the drum for your measurements... If you need the manual I may have a digital copy just PM me
