As far as hand held tools go, what's the difference between a "concrete surface grinder" versus an ordinary angle grinder with a diamond surfacing disk and dust shroud on it? Do the surface grinders have a lower RPM?

I would guess water hookup. That is about it for my little 4.5" handheld concrete/tile saw
