While looking for handrail brackets at Lowes and other sources none actually state they are for outdoor use.

Is something being missed.

These look nice and inexpensive > https://www.lowes.com/pd/House-of-Forgings-1-Pack-Polished-Brass-Wrought-iron-Handrail-bracket-Handrail-Brackets/1002337348

As do these > https://www.lowes.com/pd/Gatehouse-Oil-Rubbed-Bronze-Steel-Line-Bracket/3343262

Though it seems like it would be better if it had more than one screw to anchor it.

Jim I suggest you look at the Stanley catalog. Another possibility is asking a decking supplier or other specialty builders yard.
You are looking for a part which is not really a mass market seller.

HD has these: https://www.homedepot.com/p/Everbilt-Satin-Nickel-Handrail-Bracket-15547/202033998#product-overview which they claim are "Great for indoor or outdoor use."

The HD one is steel so it will rust. The first link is brass so it should be fine. But often all that means is brass plating over something. I recommend replacing the bent over screw on that one as well. I have thought of buying some "silver" gutters and cutting them up for scrap and returning them when the jewelry dealer refuses to take them. I used to have a bronze threshold. Too short for my door. All the "bronze " ones I see for sale are aluminum with a bronze plating that quickly wears off.

Thanks Gary, hadn't looked at the HD site. That one in brass if it is solid brass looks like it might be fine for my use. Plated steel will eventually rust.

Have to take a magnet with me when shopping for this.
