General 650

I have General 650, and I noticed today that the motor base has a bolt over the key on the shaft that supports the motor base, but the bolt is loose. Should this bolt be tight against the key, and if so, what should be a suitable torque? The bolt is a 5/16"-18. Thanks!

what is it? A Ford truck or a power tool. i assume a pivoting hinged motor mount on a machiene tool. gravity will keep it tensioned
