Do they make a GFIC outlet that has a built in usb charging port? I've searched for one with no luck.

I've never seen one. GFCI is already a pretty big device, so there probably isn't room for the extra electronics and the USB connector. Rip out the box, replace with a double, and put a receptacle with built in charger next to the GFCI.

Choose your charger/receptacle carefully, some brands have poor reliability.

Or just make sure your GFCI is protecting the entire leg of the branch circuit where you place your USB outlet.

Yep, there's just not enough space in the form-factor for both to exist.
