In the US we tend to keep the tool rest as close to the work as possible. Our tools begin to chatter and vibrate when we get too far over the rest and thin shank tools can break with a catch. In some German videos and Eastern European videos, I note that the tools are much heavier and longer (very robust like metal spinning tools) and the tool rests are often four inches or more from the work. In fact on some instances, the tool rests appear to be fixed in place for spindle turning.
