The commonly available tools for attaching clinch clamps to PEX fittings have compound leverage. (e.g. https://www.amazon.com/EFIELD-Clamps-Crimping-Stainless-Standards/dp/B07PSL2M6R/ref=sr_1_29?keywords=PEX+clinch+clamps&qid=1568828291&s=hi&sr=1-29 )

I also see clinch clamps sold with a tools that don't have compound leverage. (e.g. https://www.amazon.com/Seloky-130Pcs-7-21mm-304-Stainless-Steel-Cinch-Clamp-Rings-Single-Ear-Stepless-Hose-Clamps-Assortment-Kit-Clamp-Crimper-Pliers/dp/B07SLHM3HZ/ref=sr_1_32_sspa?keywords=PEX+clinch+clamps&qid=1568828291&s=hi&sr=1-32-spons&psc=1&spLa=ZW5jcnlwdGVkUXVhbGlmaWVyPUEzTEw0RDBZMENMU05aJ mVuY3J5cHRlZElkPUEwMDg1NTI3MkFVMVpFQUNXNUVFWSZlbmN yeXB0ZWRBZElkPUEwMzAwNDg3STgwTUxBNDVNT1NKJndpZGdld E5hbWU9c3BfYnRmJmFjdGlvbj1jbGlja1JlZGlyZWN0JmRvTm9 0TG9nQ2xpY2s9dHJ1ZQ==)

Are the clinch clamps for PEX a different type of clamp than the "hose clamps" sold with the latter type of tool?

Short answer: yes. Your second link is for clinch type hose clamps, not PEX clamps. For use with rubber or vinyl hose or the like, not PEX.
