I have a 12 disk/belt sander that lives in the outfeed area of my tablesaw. It is not normally in the way but I would like to mount it so I can tilt it over 90 degrees so it goes below the tablesaw top height and is not in the way when. ripping plywood. I considered a hydraulic lift cart but it would leave it too tall in the down position. I know that Sears years ago made a three way rotating machine tool base. Some thing like. abae for a vertical/horizontal bandsaw is my idea. Probably need a counterbalance spring or lift strut.

One of the challenges here, Bill, is that the 12" disk/6x48 combos tend to be REALLY heavy. I know I can't lift mine myself. What you describe is going to require a bit of structure to be able to support it "leaned over" as well as hold up as you cycle it over time. I'm thinking you'll need to construct it from steel and there will need to be positive engagement with the floor to keep things stable.
