You may not be able to. It's my understanding that stuff with a high VOC content can't be sold in California in large containers: theory is, on average there's less total waste from four quart cans than one gallon can. I guess that makes sense, unless you're using the stuff in multi-gallon batches anyway...might not apply to industrial use, just retail.
