The bulk of the calls we get are automated, and from spoofed phone numbers. The second we hear the familiar "This is Rachel from card services" or that odd tone that indicates a robocall (and so on)...we hang up. Nothing will stop these, short of absolutely everyone doing the same.

We have an answering machine with just a "please leave a message". We never answer the phone.

With an answering machine or if you want to do it manually for each call as you answer there is a way:

You may have to explain to friends and family about your outgoing message.

I just noticed today that my cell phone will display, for certain calls, "scam suspected". It's not for all unknown calls so I don't know what their criteria is, but it might turn out to be handy.
