glue for sanding disc

im trying to cut my own 2 inch sanding disc to stick to the Velcro,,can anyone tell me what they think the best glue would be for applying the sandpaper,,i need something strong and permanent,,thank you

Contact adhesive will work pretty well, just make sure you leave both parts to get sticky for about 20 minutes and then line them up accurately before bringing them together. Remember, there's no option to realign once the two parts meet but the glue will hold like a African dictator.
