What length screw would you use to attach a 2 1/4" rail to a 1" thick cabinet top - 2 1/2" or 3"? Coming to within 1/4" of the surface seems a little thin to me. The face frame is already drilled and assembled so counter boring is challenging.

2-3/4" is a better option than either you propose. Worth finding. Is the intent to allow for top movement too?

My thought exactly but having trouble locating some.

Try McFeelys. You can search by screw length. They have plenty of options for 2-3/4". https://www.mcfeelys.com/screw-fastener-web-store/mcfeelys-select-a-screw.html?screw_head_type=38&screw_length=103

3" will be the best. Anything shorter will not have enough grip. 1/4" cover is heaps. Cheers
