Help with my Delta 22-650

I recently picked up a very nice Delta 22-650 planer. It had been sitting for some time. I cleaned the beast up, changed the gear oil and I am about to change the blades. I ground down a 13mm wrench which has had a little success loosening the gib bolts; however, a few just won't budge. I've used super penetrating oil (Kroil) used a punch to move the bolt to no avail. I know I can cut the head with a cutoff wheel, but I prefer not to in case I cannot find a replacement bolt. Do you have any suggestions?
