About 3 years ago I made a candy dish for a lady, Last week she brought it back to me the inside is a little scratched and scuffed and she asked if I could refinish it. Can I just sand with 320 grit and resmooth or do I have to take all the way down to wood again?

Were it me, I would use some lacquer thinner and simply wipe away the old finish and apply a couple new coats - no sandpaper involved. You might find that using some 0000 after removing the lacquer will give you a better surface for the new lacquer.

John's solution is not a bad one, but if the scratches are shallow enough to sand out, I would simply sand them out and apply another coat of lacquer over the now-smooth finish.

Did your customer ever wax the dish? If so the wax will need to be throughly removed before a new coat is applied.
