I am assuming it is part of a eouter attachment. It has what appears to be a straight bit with the word rotation on it. Clear plastic.

Think you are right, looks like a zero clearance router base with a (small) dust port. From the look of it, the disc sits on top of a router base that has a channel to the dust port, otherwise dust is not going to be collected
