When a room is added to the home, how is the new wall supposed to be sealed? The arrow points to where the new wall met the existing wall. What is the proper way to seal this? Is there a building code for this?

I don't know of a code item specific to that. But, my practice is to put something, caulk, sill sealer etc, between the first new stud and the old structure. Then use the same tape used for the housewrap to seal the new wrap to the old. If the tape won'-t stick to the old well, a small self-stick window flashing works well. No pro here, but I've done a lot of work for self, relatives and even some part time, semi'pro

I believe the IRC requires all vapor barrier joints to overlap at least 6 inches.

In terms of other protection, what is the final siding material going to be?

Final material is vinyl siding.

Page 18 is what you want for an inside corner.

There needs to be some type of flashing or self-stick window flashing as Ken mentioned. As the manufacturers clear state, vinyl siding is not water proof barrier.
