I have the old Yorkcraft 15" Planer. I am trying to confirm the amperage of the motor that is on it.

Plate on top of the motor does not state the AMPS.

The users manual written in the Chinese version of English states nothing about the motors AMP rating.

The internet states noting about this motors amp rating.

Does anybody know what the AMP rating was for the motor on this machine?

Do you know the horsepower and voltage? At 115V 1ph it will draw approx.10 amps per hp, at 230V 1ph it will draw approx. 5 amps per hp.

The motor is 3 horsepower. Sound like it must draw 15 AMPS? That's what I suspected.

Its also 230 volts

For something like a planer, it's important to know the Full Load Amperage (FLA) to properly size a breaker and circut for the machine. When in doubt, call an electrician or call an electrical engineer for their recommendation.
Shooting from the hip when sizing circuts can be risky, especially with Pacific Rim built motors. The few that I have tend to run hot and have wicked current draw on start up and load.
