In general is quarter sawn less prone? (Oak)

Oak is not really a blotchy wood... however, quarter sawn white oak may show what some people may incorrectly call blotch. The bee's wings found in 1/4 sawn white oak will not take the color the same as the surrounding wood.

If you are using 1/4 sawn red oak then no worries.

I've had some blotching in face grain red oak. So it sounds like you are saying quarter sawn is less prone?

Not really what I said... Blotchy on flat sawn red oak is not something I would normally expect; unless it was reclaimed or refinished wood. That may have been some type of contaminate.
