Can shellac be applied on tung oil? And if so can poly varnish be applied upon that layer of oil and shellac. ?

Are you using PURE tung oil? If so, it'll take a while for it to cure.
A dewaxed shellac can be used over most every finish as a primer for poly.

Yes it is pure tung oil. how long should I let it cure ?

At least a couple of weeks, or even a month. It does depend heavily on temperature--if temps are below about 70 then give it longer. Take note of Bill's mention to use DEWAXED shellac. Poly is sensitive about that, non-poly alkyd or phenolic varnish not so much.

Not looking for an argument, but it's hard to believe tung oil takes that long for shellac to bond to it. You can apply shellac over BLO in less than 48 hours according to many, and that stuff never seems to fully cure. I've done it in less than 24 hours when making test specimens, and never had a problem.

I've done it in less than two hours with no issues...more than once. :)
