What tool is this?

Anyone know what tool this is? The person who gave it to me didn't know what it was.

It's some sort of leather punch. We have one that looks similar but with squeeze handles and an anvil for putting holes in stirrup leathers.

The head is fixed and the 3 inserts are threaded, with two empty threaded holes.

I bet the handle unscrews from its current hole and screws into one of those other threaded holes.

ITs a leather punch meant to be hit with a mallet, You unsure the handle, install it opposite the size hole you wish to punch,,,then WHAMO! Great for adding an extra belt hole around the holidays.....
