Another what is it?

I got this with a bunch of other tools that came with my lathe. It's a Record tool, I've searched high and low and haven't found anything similar, what is it?

I think it is a bottom of inside of a box type of shear cutter. Probably would work up the sides for a shear cut too.

Looks like a sewer pipe cleaner--bet it is a great bottom feeder if not.
