I like this detail for a mirror frame I'm making.
How can I plane/cut a consistent taper along the edge, stopping short before the corners. Is there a safe way to plunge cut this on the table saw or router table?
My fall back is an angle grinder, block plane and rasp.

That taper looks like it was done with a router with a large guide bearing. Because the bearing won't go into the corner, it leaves the tapered look that you see in the photo.

I was thinking the same as Lee.Just not sure what the bit looks like.

Draw lines, fire up Mr. Band Saw with table tilted, pay attention.
Fair and finish with multiple members of the Auriou clan.

I suppose you're right. I find that inside corner appealing on this shallow chamfer. But now that you say it, I'm getting turned off... :( Although Kent's suggestion sounds good.
