A friend found this in his basement shop and is wondering what it may be. I haven't got a clue. Any ideas?

It's a speed indicator. Used with a watch, it measures revolutions (RPMs).

Mechanical tachometer. Put the point on the end of a spinning shaft for a given period like 10 seconds and take the reading from the dial. It can be used for degree of rotation when turning the shaft by hand too.
