My 30 year old Elu plunge router has started to make a whining noise when the motor is running. I really like this router and am thinking of repairing it. Does anyone have an idea what problem this noise may indicate?

I would start with the brushes and bearings.

The Dewalt DW610 is essentially an Elu. They may have parts that fit. I have the 610 and 621 and like both of them.

The 1960's Black and Decker is also a fore runner of the Dewalt DW-610.

Might well be the front bearing. If you just rotate the bit by hand, does it spin easily, or does it feel like there's sand in the bearing?

The DeWalt 621 plunge router was originally an Elu design. Unfortunately I never did figure out how to replace the bearings. I've done that to several other routers, but never succeeded with the 621. The DeWalt repair shop could do it, but only at a price about 60% of the cost of a new router.
