Issue with Dust Collector

Delta 50-765, single phase, 220V, 5HP. When I turn on the dust collector all I get is a hum like it wants to run and then pops the breaker. Somewhat like the motor is bogged down and can't get going. I removed the covers, but I do not see anything blocking the impeller from turning or wrapped around the shaft. Thoughts?

Band winding in the armature or field of the motor. Turn on with impeller cover removed and carefully spin the impeller.

The motor's start capacitor may have gone bad, or the centrifugal switch inside the motor may not be functioning correctly.

Tried to spin the impeller after turning on the power, but no luck in having it kick on and start spinning on it's own.
