First off I'll tell you what I've got a k40 laser AWC608 controller 40watt power supply with the PWM control when I set the percentage of the power in Lasercad at 30% it turns out to be 10 to 11 milliamps i thanking it should be 4 or 5ma

Ummm I'll take a guess at the question?

You are thinking that showing 11mA at 30% power is too high?

Depends on a LOT of variables,

A true 40 watt tube won't fit in a K40 for starters without cutting the case apart so that leads me to ask

How long is the tube?
What diameter is the tube?
What makers marks are on it? (who is the tube manufacturer or what identifying features are there)

Once we know what the tube is (ie: it's rated power) that will give us the maximum current requirement, once you know the maximum the given current at any percentage is calculated backwards. 3Ma is too low to fire most types of tubes other than very low powered short body versions. 4Ma is used on some types of tube as a pre ionising current so I wouldn't expect to see that on any tube that is firing.
