American Standard Model 4 High Rise Toilet

On that toilet, when I flush it, there is about 2 inches of water depth remaining in the toilet . That is with the lever pushed down and kept down . Same as with a regular flush. Is there a replacement part that I could change out of the toilet to allow it to drain all of the water on each flush ?

NO, the water level in the tank will alway be as high as the height of the rubber gasket that the water flow thru.
