I mistakenly left one of my rough turned bowls to dry in a plastic bag, and as one might expect it is growing a nice culture of mold on it. What do you all normally do in this situation? Will it spalt? Do I need to scrub it off?

Mold and spalting fungus aren't really the same thing. But all you would need to do is wipe the mold off and let the bowl dry. Dry wood (which you will get quickly where you live) does not support either and the "colony" will die

Just putting it in a paper bag, inside the plastic bag, and changing the paper bag out every day will take care of stopping the mold, or at least keep it from starting. Like Ralph said, dryness will kill the mold. Only real problem with the mold is that it can leave dark smudges in the wood which don't seem to come out. Some use bleach to kill the mold, and try to get rid of the stain.
