Cyclone Filter Question

I have a DIY Bill Pentz design cyclone with a truck style air cleaner. I tend to forget about "back flushing" the filter until I see performance decrease. In spite of a fairly recent filter cleaning, the suction on my system seems less than optimal.
How do I know when it's time to replace the filter vs. just cleaning it?
