I received an e-mail from "paypal" saying my account has been restricted with a link to correct the problem. I forwarded the e-mail to spoof@paypal.com and deleted the e-mail. I do not have a paypal account, but have noticed several people on this forum do.

These emails are a dime a dozen...

For those who have accounts, any e-mail from PayPal will include your full name. Spam and spoof lack your real name.

I'd say never click on a link in an email, even if you think the mail is genuine. Go enter the address in your browser yourself, or go to their web site and find the page from there.

Agreed, I just confirmed the credit card company email I got earlier today was a scam because of this.
