Flip Top Tool Cabinet Question - Where do I get those bolts?

I've seen a number of flip top tool cabinets. Some of them have these swing out bolts with knobs to lock down the top.
I've never seen these before, where do you buy these?287303

What you what is a called a cross dowel. 287747. This lets you pivot the hand knob out through the slot you see in the front of the cabinet. Rockler has bot the knobs and cross dowels.
