I have a fairly new Delta 36-725 tablesaw with low use and I'm noticing the plastic set screws that ride on the front fence rail is starting to take the paint off the front fence rail and it's not moving as smooth anymore. Should these be normally lubricated as part of regular maintenance as well as any other moving parts of the fence or will this just cause dust to stick to the area? If so what type of grease/oil should I use?

They might have picked up some dirt, creating a sort of sandpaper. Pull the fence and take a look-see.
Places such as Fastenal should have something that can be used to replace them.
Lots of wax on the rails help.

Paint does often come off parts with normal wear. If it bothers you, maybe repaint and keep it waxed - or just wax it if you want it to move smoothly and don't much care about the paint (that is what I would do).

Keep it waxed with paste wax. No oil or grease.

Paint rarely makes a good "rub surface". You will see the paint not present on the rub areas on some fence rails. You may want to emulate that as an option.
