Is there a threading tool made that can cut threads on a base that has an inside diameter of 1 3/4 "

ANSI standard is 1-3/4 -5 and there are taps that size, but they are rather pricey ($160) and I don't know if you could do it by hand.

That's one incredibly vague question. What is a base? Is it cast iron, steel, or wood? How many threads per inch? Give us a little help here Clarence!

Base is wood. Not sure on threads per inch. Wondering if they make such a thing. Other option is to not thread it, just hollow it out with the Forstner Bit.

The 1 3/4"-5 is 5 turns per inch. In metal you would turn the threads (OD or ID) on a metal lathe using the correct change/gear and the powered carriage. I have read of guys mounting routers on their lathe carriage and cutting wood threads that way at 45 degrees (typical acme thread is 60 degree). Also look up rounder plane - Looks like you could make one of those too.
