We have several areas where small asbestos panels are used as insulation against electrical arcing. In the course of renovations we routinely remove the asbestos and currently use concrete board as a replacement. It's a b**** to cut and messy as all get out. What might be easier to work with that is electrically non-conductive and non-flammable? Jim

This might get a better response in the Off Topic conference.

Glastic (fiberglass reinforced polyester), it's what most manufacturers of HV electrical equipment use; http://www.glastic.com/en/products/glastic-electrical-products.html

Magnesia.
Not sure where you would get sheets of the stuff.
Pretty soft and easy to cut
