I've read that sand burr weeds can be controlled by spraying an area with a chemical that prevents their seeds from germinating. What commercial product works well?

Depends on what sandbur you have. Puncturevine and an actual sandbur take different chemical. Post a pic of one of the burrs if you want help with the id.

Conrad 's recommendation will work on those, it also has two active ingredients, which gives two mode of action control, which is usually a good thing. It is preemerge, so it won't do anything for growing plants.

They are field sandburrs btw.
