I've had this laying around for some time and never knew what it was. I did find something on it here:

but I still don't know how it works or how it was used. any insight from anyone?

You can just barely read "Neverbreak" on it, as well as "Patented FEB 20, 06" and "Buffalo, NY".
There was just enough of the rest that I could confirm "Clipper Tool Co." after finding the link above.

The roller part with the 'eye' swivels and sort of cam locks against the flat bar, and the clamp arm swings 90 degrees either direction from vertical.

edit: ok, looks like it's a saw vise. Anyone know how to use it?

edit 2: answering my own questions. Here's another link showing a saw in the vise. eBay item # 151205515043

Yes the links appear to confirm it is a saw vise. My guess is, it clamped to a bench and held a hand saw for sharpening and setting (the kerf).

Yes, I believe you are right Jeff. I posted and then did some more extensive online research to find the links I edited in.

Thanks for posting this, Rick. I have one of these, too. I thought it might be a saw vise, but wasn't sure. I could not find any markings on mine, so I never researched it.
