Is it possible to get a complete grain match using veneer on the face side of a picture frame?

assuming you mean running the grain continuously around the frame, sure. as long as the veneer is wide enough and long enough..

Yes If you think of one end of the veneer as A, and the other end as B. The match will go AB, BA, AB, BA. See, you end up with A meeting A at the start. You will be working on flipped sheets, so wild grain may not make dead matches.
