It's a spanner wrench. The fastest way to determine what iti is for, is toss it in the garbage, :eek: shortly after that you will need it. :D
If you don't like that plan you can start dismantling everything you own, table saw, faucets, washing machine, remove all saw blades and grinding discs or wheels from their arbors. It will be for the last item left intact.
If you don't like that plan, toss it in the drawer and wait. Someday you will need it. Chances are you will forget about this spanner or forget where you put it and end up buying another one. :o

My 4.5" Harbor Freight angle grinder uses a similar wrench.

I have the lower end Pittsburgh brand, not the higher end Chicago, but, the wrench is pretty much the same.

(Man does that sound weird....HF has a lower and higher end......)
