sublimated fire dept plaque

I have been asked to produce this plaque but no artwork was supplied, just this photo. I am assuming this is a sublimated plaque.

Has anyone seen the artwork in the attached picture available to download or purchase? I do not know if it is owned by previous supplier or not.

I'd hire it out to a graphic designer... they'd have that knocked out in under 2 hours.

Sure would be helpful if the blocked out areas were visible. Since that might indicate what shop created the plaque.

I wonder if it isn't a stock plate to which the personalized detail has been added with a UV printer. Given that the plate appears to be printed on brass or brass plated steel there has to be a separate process for the white.
