Just noticed a part on the bedroom window is cracked.

I was just outside cleaning stuff up in the backyard for the night, when I noticed a part on the bedroom window is cracked. It's not the window itself, but the lower portion that juts out. Can't tell if it's plastic or some really CHEAP thin metal. Is that the "window sill" ? Can that part be replaced without having to replace the whole window ?
