I am in the process of building a cyclone, I plan to use Oneida cyclone body and filter (cheap CL find) with Bill Pentz's drawings for the motor housing and his recommend motor. The issue I am having is sourcing and impeller at a reasonable price. Grizzly has a 15.5" keyed impeller with 24mm(0.944882) bore for $104 shipped compared to 225 plus shipping for Clearvue 15". My question is will an impeller with bore 24mm(0.944882) and 7/8 shaft size work together?

Some quick math says no: 7/8 in = .875 in; .875 * 25.4 mm/in= 22.225 mm. I'd think that would have too much slop.

So you'd like a bushing with a wall thickness of .035" thick or so. The shaft and the impeller are keyed, so the bushing doesn't need to transmit power. It just needs to hold the shaft centered in the impeller's bore. My usual shim in that range is a dead credit card. They're typically .032". Maybe you can bend the credit card around the shaft to insert it, or maybe you can cut it into segments to insert individually.
